MANILA, Philippines — Tropical storm Hagupit which is being monitored outside the Philippine area of responsibility (PAR) is not forecast not make landfall in the country but it will cause cloudy skies over parts of Eastern Visayas and Bicol next week, the state weather bureau said on Friday.
