MANILA, Philippines — If former Cavite Rep. Francisco “Kiko” Barzaga was expelled for his disruptive and disorderly behavior, Kamanggagawa party-list Rep. Elijah San Fernando asked why other lawmakers who exhibited the same traits — or did worse — were not removed from their posts. In a statement on Wednesday, San Fernando defended his decision to oppose the recommendations from the House of Representatives’ committee on ethics and privileges, which asked for Barzaga’s expulsion.
