MANILA, Philippines — The southwest monsoon or “habagat” is expected to trigger rains in parts of Luzon on Thursday, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa). “The habagat is still causing rains in many parts of Northern and Central Luzon as well as the western portion of the Southern Luzon,” Pagasa weather specialist Leanne Loreto said in an early morning forecast.
