MANILA, Philippines — A relieved Rizal provincial police officer and National Police Commission (Napolcom) Commissioner Rafael Calinisan on Wednesday had a heated exchange over whether the former’s arrest of a senior citizen following a road crash in Taguig City was justified. Police Cpl. Simeon Suan arrested a 76-year-old man last Tuesday after both their vehicles were involved in a minor collision along Manuel L. Quezon Avenue in Barangay Bagumbayan.
