MANILA, Philippines — The International Criminal Court has allowed lawyer Dov Jacobs to withdraw as associate counsel of former President Rodrigo Duterte, as lead defense counsel Nicholas Kaufman also sought permission to leave the former president’s crimes against humanity case.
