A Hong Kong couple has drawn public scrutiny after refusing a DNA test for their baby’s registration following the infant’s birth at home, raising potential gaps in the city’s legal and child welfare system.
The father, Tsang Wai-bong, and the mother, Kwan Pui-sin, were arrested on Tuesday on suspicion of child neglect, with the Social Welfare Department applying to the court for a protection order over the baby boy, Danny.
