MANILA, Philippines — Deputy Speaker Janette Garin has denied that there are formal talks about Charter change (Cha-cha) within the House of Representatives, saying that any discussions supposedly involving Speaker Faustino “Bojie” Dy III may have happened during personal talks. Garin explained on Wednesday that the Deputy Speakers have been meeting weekly to discuss the House’s agenda, and Cha-cha was never brought up. The Deputy Speaker said this after Sen.
