MANILA, Philippines — The absence of many senators belonging to the new majority bloc during Monday’s session did not escape the attention of Sen. Erwin Tulfo. “Where are our colleagues from the majority at this very moment? Are they still around, Sir, Ma’am? Because we are the only ones left here.
