MANILA, Philippines — Sen. Erwin Tulfo on Tuesday rebuked Sen. Rodante Marcoleta for his “ad hominem” remarks during a heated exchange between senators, as the majority attempted to suddenly amend session rules to allow absent lawmakers to participate through teleconference. This occurred during Tuesday’s session when tensions between senators flared up after the Senate majority bloc insisted on amending Senate rules on electronic voting.
