MANILA, Philippines — The Senate leadership shake-up that occurred on Wednesday, which installed Sen. Sherwin Gatchalian as the new Senate president pro tempore, is considered valid unless stated otherwise by the Supreme Court (SC), former Senate President Franklin Drilon said on Thursday. According to Drilon, there is a presumption of regularity in performing public functions. “This means that you cannot say this is wrong because there is a presumption of validity in the action of public officials.
