LAPU-LAPU CITY, Cebu— The Commission on Audit (COA) described the 1 percent, or 1 percent of 70 percent of the project cost, deduction imposed on Lapu-Lapu City’s payments to suppliers and contractors as an unauthorized imposition. Based on COA’s observation report, the city withheld a total of P11,193,867.82 in 2025 from 166 suppliers and contractors.
