CEBU CITY, Philippines — Complaints over alleged favoritism, long waiting hours, and rude behavior from some nurses at the Cebu City Medical Center (CCMC) have again raised questions about the quality of patient care and frontline public service in the city-run hospital, despite ongoing efforts to expand and modernize the facility.
