Asean still positive on South China Sea conduct completion

CEBU CITY, Philippines — The Association of Southeast Asian Nations (Asean) remains optimistic about the completion of the Code of Conduct (COC) for the disputed South China Sea, even if leaders were unable to forge it during the recent summit.
