CEBU, Philippines — President Ferdinand R. Marcos Jr. on Friday said all Association of Southeast Asian Nations (Asean) leaders unanimously agreed to establish an Asean Maritime Center in the Philippines. “I suppose the situation in the South China Sea becomes more unreadable.
